it might mean that people are becoming uneasy over certain situations "Must be strangely exciting to watch the stoic squirm." (stoics take criticism and never show how they truly feel)

it might mean that it's a relief to see someone who has been through what you have (2nd line)

Well to my knowledge this is what it means..In history the Stoics were considered destructive emotions to be the result of errors in judgment, and that a sage, or person of "moral and intellectual perfection. So its like their saying it must be exciting to watch people squirm and have to live through their implications of their actions and it must be some what heartening to watch shepherd meet shepherd. Heartening means to strengthen or encourage. So it must be encouraging to watch a shepherd meet a shepherd. To see a person that goes through those implications meet another one that is going through the same trials.
